In 1991 preparations began to create the Texas Lottery and it was launched in 1992. Gov. Ann Richards was the first to buy a Texas Lottery scratch-off ticket at 6 a.m. at Polk’s Feed Store in Oak Hill. Within the next 24 hours set a world record for first-day sales of 23.2 million more tickets. The cost of the Lottery’s start-up, with interest, was earned back during the first three hours of ticket sales. The Texas Lottery was created to generate revenue for the State of Texas through the responsible management and sale of entertaining lottery products.
